For over 200 years the U.S. Coast Guard (USCG) has protected the Unites States’ interests in the maritime economy and the environment, defended maritime borders, and rescued those in peril. Its Office of Environmental Management is responsi-ble for natural resource management policy. The current USCG NRMP and Guidance Document for Shore Unit Natural Re-sources Management (1997), has never been revised or updated. Since that time, many changes to laws and regulations, new environmental mandates and a further deterioration in the natural environment including the marine environment have occurred. In addition, the current document focuses solely on USCG shore unit compliance. Marstel-Day is revising, updating, and supporting USCG Concurrent Clearance of it to supply policy and implementing procedures that will apply across the USCG and will cover not only shore unit activities but at-sea activities of USCG programs.
