Environmental Planning

Jeff is the Environmental Compliance Manager of Marstel-Day, LLC, an international consulting firm established in 2002. He is a registered professional engineer with more than 34 years of technical and executive management experience, specializing in environmental compliance programs for the federal government. He has managed dozens of multi-year IDIQ environmental contracts worldwide. Mr. Moran specializes in taking on complex, high-profile projects and achieving the program’s goals and objectives safely, cost effectively, and in compliance with regulatory requirements. He has managed more than $200M in contract capacity for DoD clients. His extensive USACE experience includes Environmental Compliance (Baltimore District and Norfolk District), Master Planning (Baltimore District), NEPA (Mobile District and Pittsburgh District), and UXO/MMRP (LA District). He also managed USAF’s worldwide PBR contract. He served as the project manager on the investigation and closure of four Superfund Sites for the USEPA. His international experience includes environmental compliance at US military installations in South Korea and site investigations and remediation in Abu Dhabi.

Mr. Moran’s technical expertise includes managing more than 100 task orders involving expert witness testimony, stormwater management, site investigations, remediation, monitoring and regulatory compliance. His expertise in regulatory compliance includes NPDES, CERCLA, RCRA and NEPA. Mr. Moran graduated from Pennsylvania State University as a Civil Engineer in 1987. He is a licensed professional engineer in six states and completed an Executive Management Program at Harvard Business School in 2012.
