Jessica Miller

Climate Resilience and Natural Resource Partnerships Planner

Jessica Miller is an Environmental Associate with expertise in strategic planning, stakeholder engagement, and climate resilience. Based in Columbus, Ohio, she previously served on-site at Joint Base Pearl Harbor-Hickam, where she supported the Navy’s Readiness and Environmental Protection Integration (REPI) Program across the Indo-Pacific region. In that role, she advanced conservation, land use compatibility, and installation resilience objectives through strategic planning and cross-functional collaboration.

Jessica currently supports Marstel-Day’s Planning and NEPA teams. Her work spans multiple Military Installation Readiness Reviews (MIRRs), where she conducts hazard analyses, climate vulnerability assessments, and develops tabletop exercises designed to engage diverse stakeholders on critical regional issues. She also supports the Marine Corps’ Encroachment Planning / REPI Program, helping to shape long-term resilience and natural resource strategies, and contributes to the development of communication strategies for environmental organizations.

In addition to her resilience and planning work, Jessica plays a key role in NEPA compliance efforts, developing Environmental Assessments and Environmental Impact Statements for the Department of Defense and other federal agencies.

Jessica holds a BA in Psychology from the University of California, Santa Barbara and an MS in Behavior, Education, and Communication from the University of Michigan, School for Environment and Sustainability. During her graduate studies, she served as a Graduate Student Instructor and Research Assistant, focusing on climate adaptation, community engagement, and resilience.
