Dr. Kevin Bursaw, EdD, MS, MBA

Senior Encroachment Analyst

Dr. Kevin Bursaw is a Senior Encroachment Analyst for the Secretary of the Air Force Office of Installations, Environment, and Energy Mission Sustainment Team. He is responsible for liaising with Headquarters Air Force and down the unit level to gather all needed information on Air Force operational missions and impacts, then synthesizing them into a negotiating strategy for the over 160 projects in the portfolio. Dr. Bursaw also functions as the lead negotiator for the SAF/IEIM team and takes on various special projects from the client. Additionally, he is one of the senior policy advisors to the Director of Community Partnerships and Mission Sustainment.

Dr. Bursaw served over 10 years on active duty, (finishing as a Major), as an Aircraft Commander in the KC10 Extender and as a T6 Instructor Pilot at the elite Euro-NATO Joint Jet Pilot Training (ENJJPT) program, with 5 combat deployments during his time in service. While he was leading Wing Innovation for 3 years, his research into the learning styles of pilots in pilot training and subsequent syllabus rewrites have significantly advanced pilot training for the alliance. Additionally, Dr. Bursaw is a graduate of several Air Force schools, most notably Squadron Officer School, the Combat Aircrew Tactics Studies/Mobility Electronic Combat Officer Course (CATS/MECOC) and the USAF Advanced Instruments School (AIS).

Dr. Bursaw is a Limited Term Lecturer in the School of Aviation and Transportation Technology at Purdue University Online. He teaches Aviation Financial Instruments and Operations, Design and Management of Training Systems, Contemporary Issues in Aviation Security, and International Civil Aviation Regulatory Systems at the graduate level. Dr. Bursaw is a published researcher whose background includes a BS in Professional Flight Technology from Purdue University (2013), an MBA from the University of Miami Herbert Business School (2020), a Master of Science in Cartography and GIS Development from the University of Wisconsin- Madison (2025), as well as an Educational Doctorate in Applied Educational Studies in Aviation and Space Education from Oklahoma State University (2022). He is currently finishing his Master of Science in Applied Computational Mathematics and Statistics, Data Science, from the University of Notre Dame (2026) and brings additional background in Artificial Intelligence and Machine Learning from all of his studies and projects.
