Charles Bradshaw, PMP

Mr. Bradshaw is a certified project management professional with experience in civil-military affairs, and government and public relations. He supports the company's encroachment management efforts by providing customized legislative and regulatory support, contributing to mission sustainment studies, developing encroachment control databases, and facilitating public partnerships. His work is focused on the West Coast and in the Indo-Pacific Region. He has provided ongoing strategic and tactical support for Marine Corps Installations West's (MCIWEST) legislative and regulatory engagement program. This support includes managing a portfolio of issues such as compatible land use, climate change, mission sustainment, sustainability, and improving the quality of life for military families.

He has personally been involved with the design and implementation of strategic engagement plans in support of mission sustainment. For the Marine Corps, he developed strategic engagement plans for the Land Acquisition at Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, Marine Corps Base Camp Pendleton, and multiple installations within the MCIWEST Command. For the Air Force, he authored multiple strategic engagement plans as part of Installation Complex Encroachment Management Action Plans.

Mr. Bradshaw supported encroachment management efforts at specific military installations and built partnerships to strengthen the connections between the military and nearby communities. He authored sections of multiple encroachment control plans for the Air Force and Marine Corps in California and Arizona, as well as encroachment control studies for the Marine Corps in Japan. To support the implementation of mission sustainment efforts, he developed encroachment control databases for MCAGCC Twentynine Palms and MCIWEST. To build partnerships, Mr. Bradshaw served as a facilitator for Community Partnership programs at Air Force, Army, and Marine Corps bases.

Prior to working with Marstel-Day, Mr. Bradshaw worked with the Parsons Corporation, designing and administering outreach, prequalification, and labor programs for the San Diego Community College District's Capital Improvement Program. He also implemented the Port of Oakland's Maritime and Aviation Project Labor Agreement. Mr. Bradshaw served as a staff assistant to Rep. Barbara Lee (D-CA), working for the congresswoman on numerous special projects.

Mr. Bradshaw earned a BA in political science from the University of California, Berkeley, and his MBA from California State University San Marcos. He is certified by the Project Management Institute.
