Dr. Lillie has over 35 years of service to the Nation as an officer in the U.S. Air Force, Professional Staff Member for the Senate Energy and Natural Resources Committee, and Chief of Staff for the Bureau of Safety and Environmental Enforcement, Department of the Interior. He brings a diversity of experience with multiple government agencies to Marstel-Day.

Tom began his military career in 1977. He conducted laboratory studies of soil and water for environmental contaminants, performed NEPA analysis in advance of aerial spray operations, evaluated pest management programs, and planned and implemented field research. He managed the environmental compliance process for space systems including the acquisition of development rights to over 20,000 acres of California coastal property near Vandenberg AFB and NEPA compliance for classified programs. He served as Program Manager for Natural and Cultural Resources and Chief of Combat Training Ranges at Headquarters Air Force, the Pentagon. In his final military assignment, he served as the first Military Liaison to Department of the Interior. In that capacity, he spearheaded the congressional reauthorization of over 5 million acres of land essential to combat readiness of all military services.

Following retirement at the grade of colonel in 2003, Tom served as Professional Staff Member for National Parks for the Senate Energy and Natural Resources Committee. He managed the legislative process including drafting proposed bills, scheduling and organizing hearings, and preparing opening statements and questions for the Chairman, National Parks Subcommittee. In 2010, during the Deepwater Horizon Oil Spill, he was recruited as a political appointee in the Senior Executive Service to serve as Chief of Staff for the Federal agency responsible for oversight of the U.S. Outer Continental Shelf. He served in that position until he retired from Civil Service in 2018. In his spare time, Tom enjoys camping, hiking, mountain biking and woodworking.
Dr. Lillie has a BS in wildlife management from the University of Louisiana at Lafayette, an MS in entomology from Colorado State University and a doctorate in medical entomology from the University of Florida.
