Stormwater Management

For Norfolk District, USACE, Marstel-Day prepared an EA and the Joint Permit Application for construction of storm water management projects, including flood-proofing and/or shoreline protection measures at Fort Monroe, VA, in the wake of Hurricane Isabel. Concepts for reduction of storm impacts evaluated by the EA included breakwaters; beach nourishment; riprap; two new seawall segments; new earthen berms; and storm water outfall modifications. The project enhanced installation safety and security, and decreased time lost due to installation closure. The project included air conformity determinations, wetlands assessment, community public involvement, noise assessment, assessment of marine resources within the project area, essential fish habitat assessment, and Endangered Species Act Section 7 consultations related to the protection of marine mammals and other listed species.
