Marstel-Day, LLC, an environmental and natural resource conservation consulting and planning firm, seeks a qualified person to assume the position of Chief Financial Officer, working from the Company's principal office in Fredericksburg, VA. This person must possess a strong commitment to a conservation ethic, a strong desire to identify and support strategies for the implementation of green best management practices in the performance of their work and the management of the Company.

Pay and benefits: The CFO will be paid a salary between $95,000 - $135,000 (commensurate with level of education and experience) and will have access to health, disability and life insurance benefits as well as leave, holiday and other fringe benefits.

The ideal candidate must possess:

  • A Master's Degree in business administration, accounting, or other management or financial field.
    • However, a Bachelor's Degree in a financial field with at least 10 years of senior experience in business management and financial operations equivalent to a Masters degree will be considered.
    • Certification as a Certified Public Accountant is a significant plus.
  • At least seven years of contract and financial management working for a federal contractor in support of its government contracting practice.

Position summary The CFO will support the identification and formulation of policies and support the overall financial and administrative direction of Marstel-Day. As directed by the President, the incumbent will plan, direct, and coordinate operational and financial activities on behalf of management with the help of subordinate managers, employees or consultants. The CFO will, among other tasks:

  • Confer with the Company's Members and program managers as necessary regarding financial and resource issues; coordinate activities; and identify and resolve problems.
  • Supervise financial and resource responsibilities of others as directed by the President and assure completion, as necessary.
  • Review financial and audit reports submitted by staff members to recommend approval or to suggest changes.
  • Lead efforts to prepare for audits, tax filings and other financial compliance requirements as they arise.
  • Work with the General Counsel and Deputy General Counsel, outside CPAs and attorneys, to ensure compliance with all accounting and compliance standards.
  • Prepare budgets for approval, including those for funding and implementation of programs.
  • Prepare and present reports concerning activities, expenses, budgets, government audits, statutes and rulings, and other items affecting Marstel-Day's business or program services.
  • Direct, plan, and implement, in conjunction with others, policies and policy amendments, objectives, and activities to ensure continuing operations, to maximize returns on investments, and to increase productivity.

The Land Use Planner will provide full-time knowledge worker support to the Marine Corps Installations West (MCIWest) Assistant Chief of Staff (AC/S), G-7 (Office of Government and External Affairs; Regional Environmental Coordinator) from a Marstel-Day office location proximate to Marine Corps Base Camp Pendleton, near Oceanside, California.

Marstel-Day, LLC, an environmental consulting and planning firm, seeks one or more qualified senior planners or senior analysts with program seasoned management experience and who possess a strong commitment to a conservation ethic, a strong desire to identify and support strategies for natural resource conservation, a commitment to use green best management practices in the performance of their work, and a determination to provide excellent support to meeting client requirements. Candidates should possess extensive experience in environmental planning, general planning, NEPA and related study requirements, conservation of natural resources planning and management, climate adaptation planning, or related activities and have experience managing complex land-use planning, natural resource conservation or strategic planning studies and analyses. The successful candidate would report to the Company's management at its principal office in Fredericksburg VA, although, depending on requirements, may work in the Company's Fredericksburg, Alexandria, VA or Oakland, CA offices.

Principal program areas for which a manager or managers may be hired include: encroachment control planning and land conservation; communications, outreach and engagement; and climate adaptation, ecosystem services and environmental sustainability strategies.

Preferred candidates would also possess a professional background with extensive experience in conducting outreach to, and working with multiple and diverse stakeholders in collaborative planning.

An ideal candidate should also be broadly familiar with and have extensive work experience with the Department of Defense or one or more of the various military services either as a uniformed member of a service, a senior civilian employee, or a senior consultant, including experience interacting and coordinating with, or for, diverse federal, state and local government agencies and stakeholders, as well as private entities and individuals.

Qualifications: Applicants must have:

  • A demonstrated background and successful experience in program management, including managing multiple projects, preparing cost proposals, marketing task orders, managing project leads, preparing status reports and billings for clients, preparing progress reports to company/agency management, and providing briefings to senior leadership levels.
  • A strong background in research and analyses, including the production of written reports, studies, and briefings, with a strong understanding of governmental planning, procurement, and the regulatory and policy formulation process. Knowledge of similar state level regulations and policies is a plus.
  • A demonstrated background and experience in project management.
  • A minimum of 12 years of relevant experience with at least five years of program management experience.

Candidates should possess extensive experience in environmental planning, general planning, NEPA and related study requirements, conservation of natural resources planning and management, climate adaptation planning, or related activities and have experience managing complex land-use planning, natural resource conservation or strategic planning studies and analyses. The successful candidate would report to personnel based in the Company's Headquarters offices in Fredericksburg VA.

The ideal candidate would possess a Bachelor's degree from an accredited institution of higher learning, preferably in one of the fields of engineering, science, environmental policy, business, planning and urban development, or other similar or associated disciplines.
