 | Guam: Guam Military Plans Would Restrict Public from Hiking Land |
Five natural sites in Guam will become more difficult, impossible, or illegal to visit when the military buildup arrives in Guam. Guam Boonie Stompers, a hiking group, is offering a series of hikes in January to take as many people as possible to the places before DoD makes use of the areas. The group hopes charmed hikers will join their cause to preserve the local access residents now have. Among the sites is Pagat Cave, a sinkhole and stone cavern in Yigo filled with waist-deep water, where locals and tourists swim and explore almost every day. An ancient Chamorro village once drew fresh water from the cave, and artifacts can be found on the ground. A firing range is planned for right next to the cave. Because of the military buildup, DoD will acquire or convert large tracts of land for its increased needs. There are lots of hiking sites on the land, three of which (Pagat Cage, Ague Cove, and the Lajuna area) are on land that the public will lose access to. Access to Mount Lamlam and other southern mountains won’t be significantly restricted, but it may be in the future.

 | Guam: Wind Turbines May Help Power Navy on Guam |
The U.S. Navy may be installing four windmills on Naval Magazine on Guam under a $16 million proposal. The turbines would generate about four megawatts to help offset power used by other Navy facilities on Guam. It would make “a tiny dent” in the DoD’s electricity use on the island – about 41.5 megawatts of continuous power were needed to keep the military running in June. The Navy is pursuing several options to try to add renewable energy in coming years. Money for the project was applied for though the DoD’s Energy Conservation Investment Program, and the Navy expects to hear back within a few months about the windmill proposal. On Guam, the Navy is also laying solar-power “membranes” on top of buildings and using solar-powered lights to brighten playgrounds. Solar water heating was installed at two locations earlier in the year. The new military dog facility will use rainwater to clean out the kennels, and the feasibility of using geothermal power is also being studied.

 | Guam: Guam Realignment Likely Delayed |
A key part of the major realignment of 8,000 Marines from Okinawa to Guam will likely be delayed beyond its 2014 target date. The realignment is behind on its timeline, and there are not enough funds to make it happen now. Analysts say that some key elements in moving the troops have been held up by disputes between the central government and local government on Okinawa.

 | Guam: Navy to Study Wind Potential on Guam |
This summer, the U.S. Navy will carry out a wind study on Guam to determine whether wind is a viable source of energy to power part of the Guam Naval Base. If it is found that the steady 15 mph winds needed to make turbines turn are routinely there, it will be possible to install turbines to generate about 2.4 megawatts – enough to power 1,600 homes. If this occurs, it would be one of the Navy’s largest wind projects to date. If the study proves viable, the project could also spark future renewable energy efforts on Guam, especially as the military increases its numbers in coming years. The Guam Naval Base already has plans for a roof-mounted solar system that will produce enough energy to power 40 homes. Concerns about the wind project include the proposed site, which is inside the Navy’s explosive arc, and typhoons.
