 | Water Issues: EPA to Take Stronger Role in Chesapeake Cleanup |
The federal government announced that it will seek an unprecedented role in policing the Chesapeake Bay to help restore the Bay. The EPA will enforce new rules on farmers – with consequences if they don’t follow them – and keep a closer eye on state-level officials. The agency’s tougher stance on the Chesapeake will be copied for other watersheds across the country. The EPA came out with a draft proposal for regulating the Chesapeake, which will be updated in November, and will begin implementing some of the ideas this fall. Government leaders promised to cleanup the Bay in 1983, 1987, and 2000, and every time they failed. Only about 58 percent of the required anti-pollution measures are complete, even after 25 years of government effort. What makes this time different is that the EPA is threatening to punish states that don’t meet specific environmental targets.

States within the Chesapeake Bay watershed (Maryland, Virginia, West Virginia, Delaware, Pennsylvania, New York, and DC) will be given a certain goals for reducing pollution and will have two years to submit a plan to do so. If the plan is not good enough, the EPA can cut federal grants or reject permits for new shopping malls, sewage plants, or suburban developments. The EPA has had this power for a long time, but has not used it in this way. It will be politically difficult to do, as both federal and state governments will face heavy lobbying from farmers and developers. The USDA said it will work harder to provide money to farmers near key Chesapeake tributaries to help pay for anti-pollution improvements.
