 Green Development: Dominion Power Seeking Approval for Conservation Program

VirginiaDominion Virginia Power is seeking approval for an energy conservation plan that will save customers about $1.2 billion over 15 years. Dominion filed requests yesterday with the State Corporation Commission to implement the plan. It would include customer incentives to participate in 11 conservation programs, such as installing energy efficient lighting and upgrading to more efficient heating systems. Dominion hopes to start offering the program by April 1. A 12th initiative was also submitted for approval to install about 2.4 million “smart meters” at every home and business the utility serves, by 2013. This would generate about 75 percent of the estimated savings. The installation of the smart meters will cost about $600 million, but will “more than pay for itself by reducing fuel consumption.” They will let the company lower the voltage on distribution circuits by 5 percent during nonpeak hours without affecting service. Dominion’s pilot project with 46,500 smart meters was started in June in Charlottesville and Albemarle County. The cost of the program will add 95 cents to the monthly bill of the typical residential customer using 1,000 kilowatt-hours of electricity.
