Seven years after plans were developed for a wind farm in Highland County, the plan has hit a milestone turning point. Highland New Wind Development has submitted a site plan, and the company hopes to secure a date for the start of construction. The company turned in an erosion and sediment control plan, site maps, storm water management plan, technical diagrams, and a letter to county supervisors asking them for a building permit by July 15. The board of supervisors appointed a Technical Review Committee to determine whether Highland New Wind Development has met all of the state and county permit conditions. If all conditions have been met, a building permit can be issued. The project has been controversial and generated debate about the merits of commercial wind in general. There have also been questions about whether the proposed site, on Allegheny Mountain, is a suitable place for the wind projects. The site is environmentally sensitive and at about 4,000 feet. Citizens have threatened legal actions against the county, due to concerns about the harmful effects the turbines could have on the environment and wildlife, specifically endangered species.
