Mr. Taylor helps Marstel-Day clients forge collaborative alliances and prioritize institutional resources to successfully achieve diverse operational objectives through performance-based, mission-focused decisions and leadership. His Marstel-Day portfolio includes conducting operational sustainment and risk evaluations to create and implement mission sustainment and encroachment management action plans. He was instrumental in guiding the creation and implementation of overarching policy at Headquarters Air Force for encroachment management and land, airspace and spectrum utilization that are compatible with air, space and cyber requirements. Working with the Air Force and the Department of Defense’s Military Aviation and Installation Assurance Siting Clearinghouse, Mr. Taylor has facilitated the Mission Compatibility Evaluation Process (MCEP), as required by 32 CFR, Part 211, for a variety of utility scale renewable energy projects. He has also contributed the airspace and flight operations analyses for environmental assessments required under the National Environmental Policy Act.

Mr. Taylor brings 34-years of military and corporate leadership to the Marstel-Day team, the foundation of which is his fluency in all aspects of military and civil aviation. This expertise reflects his worldwide experience as an Air Force command pilot, a commercial airline pilot, and his aviation policy work as: Director of Operations, Air Force Flight Standards Agency; Deputy Division Chief, Air Force Strategic Basing; DoD-lead representative for airports and Air Force-lead representative for aircraft equipage at the congressionally chartered Joint Planning and Development Office for the Next Generation Air Transportation System; and, representative on the instrument procedures group of the FAA Aeronautical Charting Forum. Mr. Taylor also has 22-years of Washington policy experience focused on the nexus of aviation, energy, and environmental issues. Included here are the DoD Sustainable Ranges Initiative, the Southeast Regional Partnership for Planning and Sustainability, the Western Regional Partnership, and numerous environmental impact statements and assessments.

Mr. Taylor has a BA in Asian studies – Chinese from Florida State University, Tallahassee, Florida, and is also an Air War College graduate. He holds FAA certificates as an Airline Transport Pilot and a Flight Engineer. He has flown operationally on every continent, to include National Science Foundation support from the seasonal sea ice runway at McMurdo Station, Antarctica. His publications include ‘Wayfinding and Navigation: Mental Representation and Implications for Navigational System Design’ in Reviews of Human Factors and Ergonomics, Vol 4; previous content and editorial supervision of Air Force instructions (e.g., General Flight Rules, Instrument Flying, Strategic Basing, and Overseas Force Structure Changes and Host Nation Notification). He is also a senior advisor to state and local governments and defense communities on ranges, test, and training airspace and requirements.
