Encroachment Analyst

Ms. DeCesari serves as an Encroachment Analyst at Marstel-Day supporting Marine Corps Installations Pacific (MCIPAC). Ms. DeCesari has over 20 years’ experience in the Pacific region and is current on the U.S., Japan relationship on Okinawa. Through her work she builds partnerships between MCIPAC and the local communities to develop policies and agreements to ensure compatible land use planning, and encroachment protocols that are equitable to both the host nation and the Marine Corps. Ms. DeCesari also conducts research and provides analysis to ensure future base layouts are supportable within the structure of formal agreements. Ms. DeCesari speaks Japanese at a college level and is able to translate and interpret both English and Japanese.
