Dwight Riggs, RA

Registered Architect

Dwight Riggs, RA is a Registered Architect (RA) who currently supports Facilities Condition Assessments using Sustainment Management System (SMS) BUILDER and related work. He supports facility assessments for the Army, Navy, Air Force, Marines and National Guard and other government agencies such as Department of Energy (DOE), National Oceanographic and Atmospheric Agency (NOAA). His focus is on collecting facility inventories and based on his professional expertise and judgment, determines the life expectancy of systems, and submits all inventory into BUILDER. The accurate collection of data is used to plan and prioritize potential work requirements for short- and long-term projects.

Prior to joining Marstel- Day, Mr. Riggs retired from the Department of Defense, Navy with 38 years of service as a supervisory architect and project manager of the Navy’s Infrastructure Condition Assessment Program (ICAP). He was a design architect and a project manager for over 20 years working for NAVFAC Mid-Atlantic. He was one of the earlier developers of Long-Range Maintenance Planning (LRMP) and assisted in the development of a Microsoft Access Database for Navy Sustainment funding, restoration, and modernization projects. After retiring Mr. Riggs has supported major government contractors collecting inventory and assisting in the development of sustainment planning. Mr. Riggs has also supported commercial contractors in developing real estate investments and maintenance strategies. He is a Reemployed Annuitant Cadre (RAC) for the Corps of Engineers and supports FEMA whenever required.

Mr. Riggs holds a BArch Degree in Architecture from Virginia Polytechnic Institute and State University and is a Registered Architect in the Commonwealth of Virginia and practiced architecture in the private sector for over 10 years in various architectural firms in Oklahoma and Virginia.
