Emily Cella, Ph.D.

NEPA specialist

Dr. Cella is a senior NEPA specialist supporting the Environmental Planning Team at Marstel- Day. She is an environmental biologist with 11 years of experience in the environmental sciences field supporting Federal clients, including DOD, DHS, FEMA, and HUD. In addition, she is experienced at managing and conducting wetland and stream delineations; natural resource inventories; wildlife inventories; and Section 404/401 Clean Water Act permit compliance. She has written water resource and biological resource analyses for inclusion in numerous Environmental Assessments and Environmental Impact Statements for federal NEPA compliance. She also has experience with reviewing grants for environmental compliance for several federal agencies.

Dr. Cella has a PhD in Environmental Science and Public Policy from George Mason University, a MS in Environmental Studies, and BS in Biological Sciences – Environmental Biology from Ohio University. Her dissertation research focused on statistically and qualitatively analyzing residents’ knowledge of, attitudes toward, and participation in sea turtle conservation in Tortuguero, Costa Rica and near the Archie Carr National Wildlife Refuge, Florida.
